Former head of the ADF finance department
Benjamin Kisokeranio
Arrested Kinshasa/DRC Arrested on 9 January 2022 in Uvira with a Congolese passport
Details & alleged facts
Operating under the alias Kakule Kilalo Djimy, the Ugandan national Benjamin Kisokeranio had obtained a Congolese passport bearing that identity. Benjamin Kisokeranyo played a crucial role in the intelligence, financial, and supply networks of the ADF rebels, given his deep integration into the region. Having primarily grown up in the Ruwenzori sector of Beni territory, one of his wives is a Congolese woman originally from the area. His local knowledge and integration enabled him to forge external ties that could support both the movement's long-term vision (the overthrow of the Ugandan regime) and its present objective (the establishment of an Islamic government in Uganda). Benjamin Kisokeranyo did not follow his father, who returned to Uganda alongside several other members of the NALU branch of this Ugandan rebel coalition following an amnesty granted by Kampala around 2006 to rebels willing to cease hostilities. Remaining in the DRC alongside Jamil Mukulu, he continued to perform the same duties after Musa Seka Baluku took command of the Islamist rebellion following Jamil Mukulu's arrest in Tanzania in 2015. Recent information—notably from independent researchers, the UN Group of Experts, and local sources with knowledge of the ADF—indicates that Benjamin Kisokeranyo has broken away from the main ADF faction led by Musa Seka Baluku, which pledged allegiance to Islamic State. The faction led by Benjamin Kisokeranyo comprises loyalists to Jamil Mukulu who wanted the ADF to retain its original mission of overthrowing the Ugandan regime to establish an Islamic state, which could subsequently expand across the region.
