Abdul Qadir Mumin finances the Ugandan rebels of the Allied Democratic Forces (ADF) – affiliated with Islamic State in the Democratic Republic of the Congo – "who now number between 1,000 and 1,500 people," several sources approached by France 24 stated. With Mumin's help, "they recently turned to jihad" in search of "radicalism, weapons and funding".<\/p>\n

Born in the semi-autonomous region of Puntland in northeastern Somalia, Sheikh Mumin lived in Sweden before moving to England, where he acquired British nationality.<\/p>\n
In London and Leicester, he forged a reputation in the early 2000s as a fiery preacher in radical mosques, as well as in online videos.<\/p>\n
He reportedly burned his British passport upon arrival in Somalia, where he quickly became a propagandist for the Al-Qaeda-linked group Al-Shabaab, before announcing his defection to IS in 2015.
\n"He controls a small territory but has great appeal. He distributes volunteers and money," said a European intelligence official, who declined to be named, stating that an IS attack in Mozambique in May "had been carried out by North African and African militants".<\/p>\n
Not sanctioned by the UN (2025), he is described by the organisation as a powerful unifier of radicalism. "Member States considered that Abdul Qadir Mumin (unlisted) remained at the head of ISIL (Daesh) in Somalia and the Al-Karrar office. Mumin operated from the strongholds of Buur Dhexaad, a strategic base secured by natural caves and defensive structures sheltered from air and ground offensives.
